I’m sure I’ll suffer a pounding from fellow Conservatives on this one but I really do like NDP MP Peter Stoffer’s idea about a ban on floor crossing and having to win an election:
His bill, if passed, would prohibit MPs from crossing the floor. Instead, if an MP wanted to change parties, they’d have to quit and run for the new party in a by-election, assuming they won the nomination.
They could still sit as an independent, but someone elected as an independent couldn’t join a political party after the election.
After working so hard as a volunteer (as well as a blogger) in the last election I can’t imagine how angry and betrayed I’d feel if my MP sold out to another party after the fact.

i have to agree with this bill.
Thumbs down.
This goes way to far in enhancing the parties ability to enslave someone to the party.
The individual trumps the party in my world.
I also oppose such a bill. It gives the party too much power. They already have too much power.
It gives the party too much power? How so?
The free flowing of democracy is much more important than the feeling of betrayal.
These changes would lead to forcing everyone to goosestep to the demands of the party. The parties would gain power from these changes. Democracy not so much.
Smells like socialist totalitarianism to me.
I think they proposed the bill to stop fellow NDP represanitives from crossing the floor when Quebec voters find out that the NDP cannot deliver one promise.
Great bill though, It always bothered me when somebody crossed the floor and got an imediate cabinet position 80% of the time. They can still sit as an Independent and vote for the party they were going to join.
So BLAME you like the way Liberals do things, offering Stronack a cabinet seat so they could stay in power is OK with you.Bribing and corruption is not OK with Conservatives anytime, but thanks for reminding us what the Liberals were all about.
What does what “I like” have to do with it?
This is about democracy. These changes will be used to squelch it, not enhance it.
PS : you don’t have to get so chippy about it!
During an interview with Peter Mansbridge, Stephen Harper said …
http://officiallyscrewed.com/blog/?p=41
“… I haven’t seen one yet [a law against floor crossing] that convinces me that it would create anything other than a situation where party leaders have even more power over the individual members of Parliament. …”
And http://en.wikipedia.org/wiki/Crossing_the_floor
“… Winston Churchill crossed the floor from the Conservatives to become a Liberal MP, before later crossing back again.”
If good enough for Churchill …
I am Happy to see you commenting again Gabby. I missed your contribution to the conversation.
Thank you.
I’m happy too Gabby and I appreciate your excellent links.
BTW I’ll change the setting to allow a few more so you don’t get stuck in the filter so often.
Thank you.
BTW, a novelty here with the blog’s new setting. I got the message “You already said that” when I tried to post a simple “thank you.”
Let’s please try to stay away from personal attacks. We can do better than MSM.
Thnaks.
I notice your comment re: personal attacks follows my comment, which is in moderation, I suppose because there are two links in it.
I hope you don’t think my comment contains “personal attacks.”
Gabby, no that was just a general comment. If I was aiming it at anyone, it was more at Bert. I was hoping we could discuss this subject objectively because I’ve often wondered why the Liberals and Conservatives drag their feet on this one.
However after reading some of the responses here I can see that it could cause more problems than it purports to solve (the floor-crossing ban that it).
Thank you for the clarification.
No, Peter Stoffer confuses democracy with personal liberty. Democracy happens at the polls on election time when people cast their votes for a candidate. Democracy doesn’t take away an MP’s personal freedom to make choices after the election. The people will have their chance with democracy at the next election to decide whether to re-elect that MP.
No, the NDP is about control and restricting personal choice for the sake of the party. No I can’t support anything the NDP proposes!
I am in this camp as well. The candidate will win, during the next election on their personal choice and integrity with his/her constituents, or they will not.
As a conservative I believe in less rules rather than trying to legislate all circumstances. This is what those who wish to control and regulate everything about your life do.
Suppose it goes through. Is a convert from the Liberals going to be prevented from leaving the Liberal party? Is she going to be prevented from talking with Conservatives? Will he physically be restricted from sitting in a room with the Conservatives? Not allowed to vote in agreement, send emails to?
Freedom is not always a pretty thing. Let freedom reign!
I would suggest more “free” votes in the HofC without party revenge – only money bills and speach from the throne to be confidence. This would allow MPs to vote as their constituents wish or their conscience and in my view lessen the need to change parties. I like the American system of independence where the voters decide on the worth of their candidate rather than the party. I’m all for more “independent” action.
I agree Jo. Peter is a good man, he was my MP for many years whilst hubby was stationed in his riding. I’ve never understood why he himself hasn’t run for the Conservatives I’ve never found his politic’s radical enough to be classified as an NDPer.
This is an interesting question to ask, I have only to think of Belinda Stronach to think in that instance the Liberals and her behavior was anti-democratic. Stunk actually.
But I am thinking here, is this a “leash” for the “Quebec cats” is Jack trying to bind the cheese, stepping out in front of his uneasy hold on the loyalty of the miracle candidates?
Are they already restless?
Just asking, please discuss.
We have a tradition of this in our Westminister system.
Winston Churchill famously crossed the floor after his constituents sent him a letter expressing no confidence in the Conservative positions at that time in 1909.
He ran once as a Liberal and was elected.
He rejoined the Conservatives about 10 years later, he had been defeated in the interm but ran again as a Conservative and won a seat.
This isn’t an easy question, or as us old guys like to say “what is the NDP’s motivation?”
I am not really in disagreement with your thoughts on this one Jo, just trying to ask why the NDP need this at this time.
I well understand well your feeling that if a Candidate you worked hard for jumping ship, would leave you feeling betrayed.
I don’t see a single Conservative I think would do that, there are not any Belindas, or Bob Raes.
The new kids on the “block” however…………just sayin’
I like the American system of independence where the voters decide on the worth of their candidate rather than the party
Sorry to disagree, WCT, but the American system is based on pork-barrel politics, ie I’ll vote for your bill if you do something special for my constituency. Every bill that gets passed is loaded up with goodies that have nothing whatsoever to do with the topic of the bill, but simply ensure broad support for it.
How would such legislation effect a Dipper-Lib merger? 130+ by elections?
Yeah that’s certainly a major down-side Wilson.
Personally I am not in favour of the bill.
While I don’t like floor crossing myself it is not right to limit the choices of what an MP can do and the NDP plan really does nothing in the end if the MP can still sit as an indy but fully support the party they would have crossed over to anyway. All it does is stop them from calling themselves a (insert party name here).
This looks to me like an NDP plan to stop their new Quebec MP’s from crossing over to the Bloc when the inevitable NDP collapse in Quebec occurs.
This looks to me like an NDP plan to stop their new Quebec MP’s from crossing over to the Bloc when the inevitable NDP collapse in Quebec occurs.
Good point. I just retweeted your tweet to that effect, although I don’t think this is the first time the NDP have put this fwd as a PVB, but could be wrong.
While I tend to side with those who oppose yet more regulations, I must admit to have always resented the floor-crossing by MPs. The reason being that I vote based on the party’s platform and policies rather than for the individual candidate unless he or she is impossible to accept. If MPs from all parties were always allowed free voting, that should solve the problem.
wilson and Ardvark have brought more valuable insight. Liking or disliking floor crossing isn’t really the point when the obvious barriers and what if’s are still present. I completely agree with Bubba too that there is something else going on here that the Dippers are wanting to get a head start on. This Dipper caucus is a hidden landmine, imo.
Sorry Joanne but I’m on the side of individual freedom not collective slavery. An MP must be able to use his/her wisdom to act independent of his party even if it means crossing the floor. Belinda inadvertently saved the Conservatives by crossing the floor. Emmerson worked wonders for Canada because he crossed the floor. The present Conservative government would not be in power had not Debra Grey, Chuck Strahl etc sat as independents.
Oh Boy, its not often we have such varying opinions. I am on the side of personal freedom. If I was an MP and my party did something I disagreed with, or the majority of my constitutents disagreed with, then I must be able to either be an Independent or join another party. I have no idea how a Bill can stop such individual freedom to choose. Even if this Bill passes, there will a Charter challenge.
Remember History. Winston Churchhill changed parties a couple of times and he is one of the best PM’s the UK ever had. In fact, if he hadn’t walked, we might not have won WWII.
I agree with you Sandy. It should be up to each individual MP to decide but
an MP must remember that he/she is an employee of their constituents/the boss who vote/hire them. They should go to the boss for approval.
Here is a link to Churchill’s very unusual political journey. Up and down, in and out hardly begins to describe his career. But, the point was that he was able to change party’s when he thought he should. He seems to have started out Liberal. Moved to the Conservatives. Had a time out. And, then in 1940, with the resignation of Neville Chamberlain, a Conservative but also a famous Nazi appeaser, Churchhill took the helm from then until 1945 and then again from 1951 until 1955.
I know hindsight is 20/20 but my point is that had Churchill been forced to remain a Liberal, none of the later accomplishments would have happened.
Sandy, those are some excellent points. I may be changing my mind on this.
I think I’m stuck in the filter.
I think I’m stuck in the filter.
No, not unless you’re a male enhancement site.
I can think of a couple of choice comebacks to THAT answer Joanne – all of which would be in appropriate for sure.
My vanishing post just stated that I found it interesting in the link you posted that what Stoffer is proposing is essentially part of the NDP party policy already. They have nothing to worry about then because they’ve obviously consulted with their support base and party members to enshrine NDP MPs.
I wanted to add my voice to the “no” side, but I also think that there’s an element of mistrust involved here also, which leads me to believe that the NDP are afraid some of their young whipper snappers might get ideas to cross over.
I also linked to a NP piece about this weekend’s NDP love-in in B.C. that I thought was really well written by L. Gunther.
make that inappropriate male enhancement:-)
Yeah that comment definitely vanished into thin air. Unfortunately my spam also increased exponentially on that particular topic. Must be a market out there.
As a conservative I have no problem with this bill. I would argue that we need this kind of legislation at both the federal and provincial levels.
And you say that after reading everything here? Get ready for the onslaught.
A question for those in favour: What if an MP constituents overwhelmingly want them to cross over, say in the case of a new leader ( think something like if Dalton McGuinty or perhaps some extreme religious fundamentalist, somehow managed to become leader of CPC after PM Harper retires) or due to a radical shift in policy ( PM appoints David Suzuki to cabinet as Minister of Environment)? If this happened wouldn’t it be WRONG not to follow the wishes of their constituents and allow them to cross over?
As much as I dislike floor crossing I think it would be worse to pass anything that limits MP choices in the future for events that we are not even thinking could be possible today.
I also want to remind BLY-ers how many of us were praying for 12 floor crossers during the 3 Stooges coup attempt. In fact, when the rumours that there may be one, many of us were e-mailing our thanks.
That’s a what-if and why it needs to remain an option.
great point Bec. It’s all a matter of perspective.
Yup. Bec made a great point there for sure.
Joanne – just a few moments ago I attempted a third try at posting a link to the National Post column by Gunther right her in this spot.
It shows up for a moment and then when I come back here..it’s gone.
I think this bill is coming back to prevent a ndp Bouchard from happening.
Story at NNW re Layton and friends will have to fly a non union airline if they want to get to Vancouver for their convention, or cross picket lines to use their already purchased tickets. What if they are not refundable, how many of those kids from Que can afford another ticket on short notice.

I was talking to a friend about this issue this afternoon and he raised the point that maybe the whole nature of floor-crossing has more to to with the loose party values and definition of what constitutes a particular party, and makes a case for having fewer but more defined parties with distinct differences.
If we can’t tell the difference between a left-leaning Conservative and a right leaning Liberal maybe candidates are confused when they declare their preference?
In my neck of the woods our former Liberal MP was more right leaning on some issues than most conservatives I know and vice-versa.

Maunder Minimum:

“Since the next maximum is still estimated to be at 2013, there’s absolutely no cause for alarm. If no substantial change occurs in the next couple of years, then perhaps that’s the time when we should start worrying.”

If their beliefs are strong enough to quit the party, let should sit as an independent until the next election. It would demonstrate just how committed they are by serving constituents in the HOC without party perks ( staffing ,research etc )being payed for by taxpayers.
As distasteful as some floor crossing has been, it is and should be the MP’s right to do.
I see it as an integral part of our parliamentary system and should the crosser prove a more dishonourable double-crosser (as in Ms Stronach’s case…and the right dishonourable Paul Martin’s too, for accepting under the circumstances…though it was legit…it was slimy)…I believe the onus lies with the riding electorate to make known their displeasure at the next election.
As for the NDP floor crossing bill ; The NDP is set to implode at some not to distant future…(a good attempt to technically put the brakes to that scenario.)
Jack may yet find himself in bed with Bob Rae or barring THAT group hug; have to vacate Stornoway.
I don’t think Jack could bring himself to give up his subsidized housing…he’s been at it for to long!
…Just me speculating.
When I worked for the Harris gov’t MPP, it was great because we could get action for our constituents. For the opposition it is much harder. Yes, the bureaucrats will write letters, etc., but the real clout is with the Premier’s office. No opposition member has access to that.
Being an independent is even worse. I remember one independent who used to call my boss for help with constituent problems and I would end up working with his staff. He simply didn’t have the same networking. Nor, did he have a budget for householders and researchers.
Definitely a place of last resort.
But I agree with Bec. Remember the near coalition. We were hoping that some Liberals would cross the floor. Just looking at history shows us that we just never know what might happen and floor crossing has to be a possibility — even if only as a last resort. But, to be impeded by a law, that would not be in the best interest of the country. Maybe not the politicians, but the people they represent.
How does one get comments e-mailed to them. Nothing but post comment listed.
What am I missing.
Mary T – I’ll have to look into that. Still a few bugs to be worked out.
So Lizzy May was the only hold-out on a unanimous vote for Libya.
I hope her constituents are happy.
Another point that crosses my mind is the proroguing of parliament…something that the sitting PM has at his disposal should Parliament get too caught up in itself.
We all know about that and 2008,though my point is that should an anti floor crossing bill take hold then what other changes to the system follow?
No proroguing, more opposition days, proportional rep….let’s not open the floodgate as the system appears to be working .
Great discussion today! I did want to mention Joanne, I’m not getting comments either.
Was it working before Bubba?
Quebec not happy with lizzie for her opposition to the crime bill. Guess we will have to count all her NO votes. But, she did vote for the budget. Did her comments on the Libya make any sense to anyone but her.
Did her comments on the Libya make any sense to anyone but her.
She was apparently worried about ‘mission creep’. I guess she needed to make her mark and she chose this way to do it. Strange.
I haven’t got a reply since your meltdown Jo.
Some good thoughts from Hatrocks Cave, comments are good too.
http://hatrockscave.blogspot.com/2011/06/ndp-mp-wants-to-ban-floor-crossing.html
I haven’t got a reply since your meltdown Jo.
Meaning the server problem? Not my irrational post today?
I’ve mentioned the comment RSS problem to my technical guru and he is trying to uncover the source of the problem. We’ll get through this.
Yeah Hatrocks has a great post. I’m feeling a bit out in ‘left field’ today after posting mine.
The problem is easily fixed Jo but, like “Preview,” it requires the “Comment Notification” plugin.
For the RSS feed feature, go to “Appearance.” Check the widget list. There should be two identified as RSS — one is for when you add someone else’s feed on your sidebar, the other is for your own. If you find the one for your own site, just move the widget into place, check off the box that you want both icon and text and posts and comments. And because you checked off both icon and text, you will have to chose the colour of the icon. Most use orange, but when I did that with your old site, I chose the blue colour.
Good luck.
Don’t tell Dalton this:
>>> “What may be the science story of the century is breaking this evening, as heavyweight US solar physicists announce that the Sun appears to be headed into a lengthy spell of low activity, which could mean that the Earth – far from facing a global warming problem – is actually headed into a mini Ice Age.”

I just thought of something else. Because you are using wordpress.org, if there is no widget available for the RSS feed, there is a simple plugin for that too.
And, I have never heard of there being any server problems with those three simple plugins. Others, yes, but not those. I think Jack used some fancy ones on the old server though.
Not using plugins is going to make it tough for your regulars to keep up on the comments. Tell Cynapse I said “don’t worry, be happy.” LOL
Thanks Sandy. The widget is there but it’s empty (saying to enter RSS feed). I’m going to check with Cynapse and will email you afterwards. I appreciate your suggestions.
there’s also the case of the three vanishing posts with links within.
Three missing posts? I was aware of one. What were the others?
I don’t know. All three posts were the same and had the link to the National Post piece.
If you look back to 7:41pm that was where I had entered the post.
What was weird was that after I had selected “post comment” it seemed to go through because it did show up in that spot. However when I left the blog for a few minutes and them came back to it the post with the link was gone.
Let me try it again here and see what happens.
Since the server problem Joanne.
“Irrational Post today”? Not at all, you started the motor we all took it for a test drive.
Great discussion, good insightful comments in a respectful atmosphere, win, win.
There were sides to that I never thought of, I am very, very chary of the NDP
I did have a further thought what if your party was planning something that was not in your Countries, or your constituents best interest?
I remember a whipped vote under Jean Chretain to deny any compensation to the tainted blood victims, a MP who was a Doctor, cried her eyes out but voted as she was told to by the Shawinagan Strangler. Her name escapes me .
Her constituents and Canada lost, pity.
I am thinking of course of the Coalition Coup attempt, Jack was up to his twitchy mustache planning that.
It was not in the interests of our democracy to void our election.
If a dozen or so MP’s wanted to cross the floor to preserve our democracy, well they would be out in the cold if Jack has his way.
I liked the comment at Hatrocks that no-one has ever crossed the floor to join the Dippers.
No need to wonder why. Socialism has never worked anywhere, soon as they run out of your money it’s over.
Great discussion, good insightful comments in a respectful atmosphere, win, win.
For sure! It’s like a mini House of Commons debate but I think we are much more respectful and objective.

Brian Lilley has been doing a several spots on his show of late on this topic, which he expands on through his blog. I have just put up <a href="http://cruxofthematternews.wordpress.com/2011/06/15/london-on-catholic-brd-gagging-london-free-press-re-school-safety-petition/" this post which is very important for all of us who live in Ontario. Could my fellow Ontarians please pass the URL around to anyone you know who lives in London, Ontario (or if those who live elsewhere have relatives or friends in Ontario).
What gets me really angry is the fact that the London Catholic School board is trying to gag the London Free Press about this serious school safety issue.

Jo — If the RSS widget is empty, that is the widget for when you want to post other blogger’s feeds on your sidebar. On wordpress.com there is one for our own as well. Check out your backup site and you will see what I mean. Anyway, all you need is a plugin.
And, by the way, Jack has a plugin already working for “Comment Notification.” Check out the bottom of his comment box and you will see it. So, he is using plugins.
Sandy, are you referring to the ‘Meta’ portion at the bottom of his blog? Is that where you see the Comment notification? Because when I click on that all I see is a long page of code (?). Thanks.
I just chuckled to myself. There is that Beatles song: “All you need it love. All you need is love, love, all you need is love.”
Well, I was thinking: “All you need are plugins. All you need are plugins, plugins, all you need are plugins.”
Somehow it’s not as good.
Now, I’ll leave you all to carry on the discussion. LOL
Interesting times folks! Maz2 @ 9:59 I have been seeing references to a possible Maunder Minimum for years.
It was a very bad time for Europe, canals froze in Holland, even the Thames River in England froze. I went on for about 75 years. Of course the now infamous “hockey stick graph” did not show this or the warm period in Roman times.
Inconvenient truths indeed, Blue Buds.
Chinese and Japanese scholars have made observations about the heavens, sun spots for many centuries.
Somehow this doesn’t fit the present meme of “Global warming/climate change” being pushed by the warmists who want us all to don the short pants of Liberal Socialism by stealth.
Where I live on Vancouver Island the Mediterranean of Canada, there was a mile of ice piled on the landscape. Fear the cold!
They say this changed 10 to 20 thousand years ago to our present climate.
Anyway some very interesting articles referenced.
Whatever is happening will happen, mankind is insignificant in the face of nature.
Would make our present problems seem small stuff indeed.
O/T I hope I am not offending any commenters here when I state I have no use for the postal workers striking. I believe the union will push Canada Post over the edge and out of business.

Welcome to Manitoba. The province that employs half of Winnipeg. Non union workers are a tiny minority. Winnipeg will continue to vote in an NDP provincial government . The NDP provincial government making sure we continue have not status so Manitobans can live high on equalization transfers.
Slightly O.T. Joanne the Mega crime bill which would speed up trials considerably has support of all of Parliment, except for Green MP Elizabeth May.
Denying it unanimus support it cannot move to the Senate for quick passage.
This is badly needed to stop well funded groups from clogging up our court system.
When you see Liberals , NDP and bloc cooperating maybe Elizabeth May would perhaps rethink her position. For the good of all Canadians.
http://thechronicleherald.ca/Canada/1248512.html
I’d sure like to know what Lizzie May’s constituents think about her holding up the crime bill which all the other parties feel is urgently needed to pass asap.
Jo, you’ll see when you go to leave a comment at Jack’s. Fill in the Reply box and then at the very bottom you will see the two boxes you can check off — one for comment notification and one for subscription. That is simply a plugin called “Comment Notification.” I just logged into Jack’s site and here is the plugin he is using.
http://txfx.net/wordpress-plugins/subscribe-to-comments/
In terms of your wordpress.com site, I just checked mine, there is one widget that is simply titled “Twitter” and the other “RSS.” What you need on this site is one like the “Twitter” one. Move it onto your sidebar and open it. What you will see is how you want to title the widget, your Twitter User name, a place to check off number of tweets you want to display, etc. You don’t have that one on a .org site. So, you need to simply get a simple plug in that does that.
Here is the Twitter plugin that Jack is using if that is any help:
http://www.vjcatkick.com/?page_id=5475
Here is the plugin for the Contact Form on the header bar: http://wordpress.org/extend/plugins/contact-form-7/
And, here is the plugin for visitors to preview their comment. It’s called Ajax Preview.
http://wordpress.org/extend/plugins/ajax-comment-preview/
Instructions:
Download the plugins to your hard drive. Then, go to the plugin section on your blog and simply add the new plugins directly from your hard drive onto your blog. I forget where the “add a plugin bar is but its on the plugin page somewhere.”
Then, once each new plugin is downloaded, it will ask you if you want to activate it. You can say yes, or just wait until tomorrow. If you wait, it will remain stagnant on the plugin page.
Remember, you can’t do anything negative to your site when you activate those plugins. They are not the kind that cause problems. But, even if you did, all you would have to do is de-activate them again. You can then delete them altogether. So piece of cake. You can do it!!!!
Thanks Sandy. Good advice but Cynapse asked us not to add any plugins right now. I have some emails waiting for a reply.
As you mentioned before, the advantage of WordPress.com is having a bit more control. Thanks for your suggestions and I’ll mention them to Cynapse when he gets back to me.
Sorry to bore everyone but maybe its a good thing to see how complicated setting up a blog really is.
The bore everyone comment relates to some instructions to Joanne on how to download and activate plugins. But, because there are several links, that comment is in the moderation filter. Thought I had better explain! LOL
It looks as though it is very quiet around here-I guess some are watching the hockey game, which makes it easier for you Joanne to fix whatever is troubling your blog site with Sandy around giving you some pointers. Calm yourself.
Jen, yeah I think most people are watching the game.
