In other words, without the EI surplus going into general revenues, wouldn’t Paul Martin have left a deficit, not a surplus in 2005?

The budget money goes out of the door after the spending estimates are tabled and voted on at the end of June, just before the summer break. That is how it is done every year, no matter what party is in government. The only thing that would stop that money getting to the projects already approved would be if the opposition parties vote against it and we go into an election

The expenditure plans are submitted to the House in their consolidated form as the “Main Estimates”. Under normal circumstances, the Main Estimates are tabled in the House on or before March 1 for the upcoming fiscal year and submitted for concurrence by the House no later than June 23.

They’re not being taken from the EI Fund and being put into general revenue anymore, big difference.
My understanding is that there is no such thing as an “EI fund”. The money comes, and always has, from general revenue.
I did a little research, and found there is now a “segregated EI fund”, since the 2008 budget. Not sure if all the collective surplus went back to it, after years of overfunding. But at least it’s a start. Chalk up one for the feds.

Unfortunately, on the big things, like corporate bailouts, which Harper strongly opposed when he was with the NCC, they’ve done lots of things wrong.
The G&M estimates jobs saved at the auto companies at a price of 1.4 million $ each (only the current price tag, which is 3 times what was originally predicted). Why not give each unemployed auto worker $700K to start a new business, invest, or retire? Still a lot cheaper.
No fiscal conservative can support this kind of spending.
